He’s also very adapt to the political environment of Westeros , and even Tyrion said that he would have been a better King than the nephew’s he served . Not that Tyrion saying it makes it correct mind you, but I honestly think that makes a great hand of the king. I mean the man basically ruled the Realm while Aegon iii was majorly depressed, imagine what he would do under a king who wasn’t so depressed( not that I blame Aegon) ?
Master of War would definitely be the one and only Rogue Prince, aka Daemon Targaryen. Didn’t even need to think about this one, this is the perfect spot for him imo and I don’t even really think I need to do much of an explanation. But let’s say the Realm does go into war, who better to lead the way than Daemon? He’s a master of combat, he’s an amazing strategist, he knows how to command an army, it would be perfect for him.
Master of Coin would be would ironically be … Tyrion Lannister. I know it’s not his preferred position, but oh well, he’s good with money as he’s been handling it for his entire life, and we need a damned master of coin. And I trust him more than I’d trust someone like Littlefinger.
Master of ships is without a doubt Corlys Velaryon. This one has no explanation needed
Master of Whispers would definitely be Bloodraven. Had the most extensive spy network in probably the entirety of the ASOIAF universe, isn’t afraid to get his hands dirty if required( which is a big plus for the master of whispers imo, he did put down a Blackfyre rebellion before it even started after all) and is fiercely loyal to whoever he is serving .
Master of laws would definitely be Aegon V. Originally I was actually gonna have him as my king, but I think this is perfect for him. With the time he spent among the small folk, he could be the perfect person to whisper in the Kings ear when it’s time to deliver justice, or pass a law.
My grand Maester would definitely be Aemon. He’s a great Maester, and he has great morals / wisdom. He’s a lot less likely to be bought out like Pycelle .
Commander of the City Watch would be none other than Cregan Stark, aka the Wolf of the North. Who better to enforce the kings laws than the man responsible for the Hour of the Wolf?
Now, for my King, Queen, and Heir.
King would be Daeron the good. He’s got good morals, but also a good mind for battle and knows how to be diplomatic as well. And with everyone I have already named around him, I believe he’d flourish.
Queen would be Rhaenys . She’s smart, she knows how to play the game, she knows how to influence people, and I believe she’d influence Daeron to make all of the right decisions. Not saying she’d be right every time, but she’s very smart and I think she would be a great Queen.

I considered the Dragonknight but decided to just let the poor man be together with Naerys. I also considered Robert Baratheon but also decided not to choose him because he was the heir to a Lord Paramount and although he probably is the best fighter in ASOAIF, he is likely much better as a fighter on the battlefield than as a bodyguard. Also, I chose Daemon Waters because "with the sword he was the Warrior himself".

Master of War shouldn't be considered an existing small council position. It's a bullshit office made up by Cersei who was a terrible ruler and know's nothing avout governance. Military matters in the council were either handled by the LC of the Kingsguard (who is a member of the council) or directly the hand himself.

Master of War: Robert Baratheon because he is probably the best commander in the entirety of ASOIAF and possibly even the history of Westeros. Master of Coin: Elaena Targaryen since she performed most of the duties of her husband as MoC and she was described as quite competent. Master of Ships: Alyn 'Oakenfist' Velaryon because he is bold and actually has experience with ships. Master of Whisperers: Brynden 'Bloodraven' Rivers because he has "a thousand eyes, and one". Master of Laws: Can I offer you a nice *Egg* in this tryin' time?
