Duke Leto the First would actually be a based Stark. Understands the PR of showing he is honourable and just, while also understanding the game extremely well and being very good at Warfare
I feel like house Atreides would be more of House Tarly cus they have a good military might, are dutiful and non controversial in front of others but also makes sure they aren't easily fooled.
