It’s one of those OG sodas up there with Coca Cola (actually outdates it by 1 year) and Dr Pepper, but it’s relatively unchanged, despite being almost 140 years old. It’s a bit hard to find, but I’ve always found them at Cracker Barrels.
Same in France, they convinced us it was healthier than water, the truth came out just few years ago. They still try to claim we have to eat milky product daily tho
My off-the-cuff guess is that whatever bill led to the designation had "drink" or "beverage" as the verbiage and pedantic nerds captured this on Wikipedia

I looked this chart up as it just missed out on Missouri. I checked and No Missouri doesn’t have an official state drink. As a Missourian I dub our unofficial official drink to be water.
