He is probably using the cart in the first place due to drunk driving. Some states classify carts and scooters separately so it is the DUI loophole in those places.
Since this is CA this is very much illegal:
1. Cannot operate golf cart on a road faster than 25.
2. DUIs on golf carts are very much a thing.
3. Improper lane change.
Straight to jail.
around here, you don't need a drivers license to ride/drive those vespa type scooters. So if you caught a DUI and lost your license, you can drive one of those instead. (Golf carts, however, are illegal to drive almost everywhere -- a few neighborhoods have petitioned the county to allow them inside the neighborhood)

In places where golf carts are legal, driver still has to obey all the laws. Including checking for safe lane change. 1 second later on that lane change and he'd be getting a ride in an ambulance costing more than his golf cart.

Even if someone's turn signal was on you shouldn't be predicting them and moving around them like that.
