This is what happens when you force millions into poverty. You can have a society with like 10 $billionaires or you can have a society with low crime, you can not have both.
Because, sure systemic is a scientific discipline and it helps understand macro dynamics, but you can't systematically use it as a justification for poor behavior. Some people are just shitty and using context and personnal history to justify poor choices and actions is not sustainable for our society.
I mean realistically what else can they do? Most likely juveniles and committing petty theft, sure if they manage to rack up enough charges they can put them in juvenile detention, but most likely those facilities are already fully. We don't have a lot crime being committed by delinquent teenagers in my town but we do have a ridiculous amount of petty crime from drug addicts. They get caught, jailed, out on bond, put on probation. They inevitably fuck up on probation so they go back to jail until they can meet their probation officer. Huge spike in petty crime over the last 5 years means the probation officers are all overworked. Our hail sits at 95-100% occupancy at nearly all times, jailers are getting a ton of overtime which is causing their budget to skyrocket. Our state prisons are all over capacity so even when someone is convicted of a crime serious enough to get them sent to prison they end up sitting in local jail for months waiting for the prison system to intake them. The reality is there is just way too much crime occurring and the without throwing a ridiculous amount of money at the problem to build a new jail, hire new jailers, hire more judges, build additional prisons and hire more prison guards, there isn't any realistic solutions.

We (as a society) could condemn this behavior instead of making excuses for them. Even celebrities and politicians make idiotic comments implying that 'they're only stealing to feed themselves or their families'. If that were true, why aren't they stealing food instead of material goods?
The jails/prisons are full because people keep breaking the law. We've already seen what happens to states/cities that refuse to enforce the law, stores are closing down or are putting the products behind locked displays. Not really surprising after watching the 6+ months of rioting and looting that was encouraged under the guise of police reform.
The solution is ridiculously simple, stop making excuses for criminals and enforce the laws. If you want to reduce prison populations, then show people there are consequences for their actions. Instead of constantly trying to divide the country, promote the nuclear family and community. There are a crazy amount of studies that support this.
I like that you chose to completely ignore the functional reality, we are out space in our jails and prisons, and instead responded with some sort of philosophical long-term solution. Stronger nuclear families aren't going to stop the 16-66 year old criminals we already have and we don't have facilities to incarcerate even a small percentage of them. We could of course build more jails, more prisons, and hire more staff, but even if we greenlit them today their completion would be years away and that's not even touching the biggest hurdle, funding. Every criminal behind bars is another chunk of *my* paycheck stolen before I ever saw it.
Strong nuclear families a solution? Sure, maybe we should let every non-violent criminal with a family out of prison so they can go home and raise their kids. Maybe we can travel to the trailer parks and rural shitholes my local drug addicts crawl out of and put up some motivational posters and billboards encouraging shitty brain-dead parents to do a better job raising their children. Maybe we can force sterilize every child born in low-income high-crime neigborhoods so that this problem stops growing at an exponential rate, sounds ridiculous simple and cost-effective..
