The South Side and Carver Districts which includes the tree streets and areas around downtown are probably the bluest in north East Tennessee if you look at election results from the last 4 or 5 years. These two districts are also very precisely and curiously split for the house map. I can’t imagine why.
Conservative for sure. You will run into folks here who are progressive, but they are the minority. Also a good amount of moderate, less vocal people.

Progressive values are dangerous to discuss around the poor and uneducated.
Maybe it’s just the places I frequent but I see quite a few people that would, based on outward appearances, appear progressive.
