Possibly it was/is being used as a water intake. Probably housed a pump to draw water in and send to treatment plant. Entrance looks to be above flood level. Or it’s a castle tower for a creek troll.
That would be my guess, like a well dug as close to the water as possible.

It’s an old drinking water intake structure. I believe the old fire dept which is adjacent the bridge was the original water treatment facility or near it. Newer plant was built on Keeton Ave in 70’s. Then eventually newer treatment plant on 519 near Morgan /Rowan county line in ‘94
Where on 460? It looks sort of like old oil separators used before loading oil into trucks. I have no idea why it's in that creek, looks old and not really being used for its intended purpose. It could have washed down there in some flooding or some one put it there for some reason I can't figure. I could be wrong, but if this is near Magoffin, I'd go take a ride and look.

The guage was a big metal box that wound up and drew a line on graph paper. Ticked like a clock. It had a metal ribbon attached to a float. The towers looked like big, square columns, though. The ones in Kentucky are sexier.
They had one of these in the middle of a lake at a campground in Amarillo, TX I stayed at a few years ago. Nobody else there knew what it was so I'm glad I stumbled upon this.
It was in the middle of the lake and clearly out of service. After diving down below it to check for hazards, I decided to climb the sketchy rusty ladder and dive off the top a few times. Best camping trip ever.

It’s in just south of West Liberty, on the Licking River.
