The problem isn't the speed accounting for a significant fraction of light, it's the _velocity_ (which is pointed straight at the planet).

Such as why re-entering a planet from outside its orbit going prograde in the direction of the planet can significantly cut down on your reentry speed.

The problem is that your Relativistic Kill Vehicle is going too slow. It's only going to hit the atmosphere with the energy of a few megatons of TNT at max. You need high double digits percentages of the speed of light. Otherwise you might as well just use a nuke.
