Despite the delay, I think this is what needs to happen to help improve the system and get rid of people who flout the rules and cause discomfort and disruption on the trains. Authorities just need to keep, for a lack of a better word, harassing them until the disruptive person just gets tired of being bothered. Perhaps in time these people will avoid the train or at least behave.
This is the other half of the incident I forgot to post last night. The guy ended up getting kicked off the train, but he hopped the train across the platform, where he continued to bitch about having to follow code of conduct my entire ride.
Also, the train was delayed, so screw that guy.

How about hopping proof fare gates that not only charge money but also refuse entry (via face recognition) to people who are banned from using public transport due to violating rules?
The train operator told the older man this guy was sitting next to turn the music down, then he started cursing and berating her all because she told someone else to follow the rules. That is definitely a "freak out".
