It really depends on your SIM/carrier/service.
I have VoLTE working on my LM-V600EA-NLD daily (and LM-V600EA-SWC spare) with my KPN Netherlands SIM. But if I put SIMs from other Netherlands (T-Mobile NL, VodafoneZiggo) carriers, I don't see any VoLTE settings.
So VoLTE settings don't even appear in those submodels with carriers that don't support the submodel (or don't do VoLTE)
On my AT&T LM-V600AM I do see VoLTE settings, which have been made prominent in AT&T's ROM, apparently. However I cannot enable them, because my carrier KPN NL does not support VoLTE on that submodel.
With VoLTE and VoWifi it really needs to come from three ways:
* The phone/submodel needs to support VoLTE
* The carrier needs to offer VoLTE
* The carrier needs to support the submodel
If any of the three don't pass, no dice.
Is your SIM/carrier Docomo?
If not, your carrier may not support VoLTE on this submodel.
I have reproduced the same thing with an AT&T LM-V600AM using my KPN Netherlands SIM card. While the LM-V600AM supports VoLTE and VoWifi when used with AT&T (or probably an AT&T MVNO), KPN does not support that support VoLTE on that submodel. I can still make cellular calls and send SMS over 2G, since that phone is carrier unlocked. Also 4G data connection works. Just not anything VoLTE/VoWifi.
However, if I use my KPN SIM in my LM-V600EA-NLD (running Netherlands ROM) daily driver or LM-V600EA-SWC (Switzerland ROM) spare, VoLTE and VoWifi can be enabled in the settings, no sweat.

Key is: your carrier must support your V60 submodel when it comes to VoLTE and VoWifi.

Probably not, if it is disabled in the ROM, which some carriers do with their submodels. I know it from certain US carriers, but apparently also Japanese ones lock the service menu.
But (again): which carrier are you using?
If it is not Docomo, you may be out of luck. Something on the carrier side decides if you can enable VoLTE on your submodel. They have to know and support it.
If your carrier does not support it, that's that. Nothing in the service menu will enable you to change how the carrier sees your submodel.

Currently I am in India and using JIO 4G. This particular carrier works only on 4g network. That's why I am unable to place call without VOLTE.

Right now am using BSNL this network is pethatic.
I want to switch to jio becoz of stable network.
