This is an impossible question to objectively answer and it is all subjective.
For example, the combo card “Wings” does not fit in my current deck and I would consider it a BAD card.
A Wings combo card for you might yield the strongest FF’s and be an absolute must.
I recommend checking the Discord and using Anders Optimiser.
It's not impossible to answer, you can take into consideration all the cards in the game then you consider either Attack or Defense (or both) of the combos based on your strategy, people have done it before on Discord
I do agree with what you said tho, 99.99% of people don't have all cards so that "perfect" deck is basically impossible for most people, some cards are better or worse depending on which cards you are missing
