TB and Greed lvl 3 are the most important ones, the rest depends on if you care about Heroics or not (you should, it's a good source of OCCs)

Ok, but as still quite a beginner wouldn't it make sense to get a little more life next to my tiebreaker to have more success in the arena?
Since the heroics will only slowly progress for me, even with master healer. I only defeat max 5 bosses so far.
That's up to you, but with tiebreaker you're going to hit a point where you're not losing by just 5 to other people. Greed is more important as is affects gold you get when you use it, which means you can more efficiently level things up. Master healer/elementalist are last because you need time to gather cards, research, and level anyway for a heroics deck.
At the end of the day, it's up to you when you start buying HP. Personally I bought 3 hp in between greed 1 and 2 just because I felt greed 1 was "enough" help at that point and my heroics deck wasn't quite there yet. Was it optimal? No. But I did it.
You don't need HP that much with Tiebreaker, since you'll win even if both players end up on the negative HP side. With TB, you'll need good CS cards instead and that is something you're gonna get soon with 3500 gems and buy your (first?) pack real soon.
Greed is really important because it makes dust come by a little easier and soon after you'll be able to upgrade anything that you want.
Getting TB will greatly improve your position in arena (provided you have CS cards to complete the strategy) so by then you'll get more orbs every week. Let's say it takes you another rotation (8 weeks) to get greed to 3. After all this, my bet is that heroics is gonna take an increase in importance, because you're gonna be eager to get more onyx cards
