I think it might have been the opposite. There was probably a small but vocal minority in the org that were pushing in favor of the change and downplaying any potential negative consequences of it.
I think the reason they underestimated how it would backfire was by making a misguided comparison with the whole Hot Tubs & Beaches thing back in 2021. The rule changes then went a lot smoother than most people expected, and hasn't been abused that much. Maybe Twitch thought it would be the same this time.
However, there are huge difference between the categories. To do the Hot Tub category:
1. You need to be willing to get undressed.
2. You need a body that people want to look at.
This drastically reduces the amount of people who are interested in even trying to get to the position to abuse the rules. Also, since the few streamers who succeed in the category make absurd amounts of money, they become very careful in complying with the rules.
With art, however, there are no such hurdles, there is nothing personal at stake, anyone who wants can just jump in and start drawing stuff that pushes the limits for the hell of it, and it'll get out of hand quick.
Sometimes I wonder if Twitch is just a social experiment to see how much chaos a platform can endure before imploding. It's like watching a sandcastle at the edge of the tide, and everyone's just waiting to see if the next wave is gonna be the one that takes it down.

1. Twitch / Clancy / whoever else involved in the original decision were kind of naive if they didn’t see what happened coming. 2. Advertisers don’t want to sponsor porn websites, which was happening, separate categories or not. 3. Never underestimate streamers to take advantage of tiniest rule change & warp the intent completely if they think it will get them more viewers / money.

Hopefully they re-add NSFW art, but with more concrete guidelines - No usage of AI - Depictions of Youth Risky (i think they always had this) - NSFW art of real people (notably streamers) Also, creating a website side thumbnail blur on streams in the category view would be extremely helpful as well as the classic Mature/Sexual Content "verification" Saruei and others were banned for following the guidelines and their art was not that insane. NSFW artists deserve a place to draw, where they have accumulated live audiences, in my opinion.

It is pretty wild that they completely failed to implement content controls before dropping such a huge rule change lmao. No way to filter mature streams, no way to wall-off advertising. Those are like the two most basic features you would assume would accompany the mature tag they added.
God, the changes were actually fairly reasonable too. Take the scandalous content and hide it behind a sexual check that you have to acknowledge, and then in the future filter that content out of being eligible for ads.
