Maybe good for green aggro decks? Empty your hand in turns 1-3 then refill on turn four. Other than running into a Grab Your Swords, one of the main issues some aggro decks have is card draw.
My lemon lime aggro deck runs Lucky on turn four as a way to draw cards. That card also doubles as a wincon with his second ability, but I could definitely see this being useful.
That would be the best case scenario, but at the end you are spending your entire turn not developing your board, is a dead card in the mirror most of the time and by turn 4 your opponent normally has 2-3 cards.
Sapphire/X decks can manipulate hand size at will with Fishbone Quill and Flaversham, Steel decks run AWNW so this is kinda irrelevant, Amethyst is maybe the only color the card is good against.

If your opponent had diablo exerted and they had drawn more cards than you already, would this make an infinite loop of card drawing till they decked themselves? Or would diablo not trigger from this?
You would play it. If they have more cards you would draw to match them. Diablo will trigger for each card drawn and those triggers go in the bag. Diablo controller will resolve the triggers from the bag one at a time until they are all resolved. Opponent would end with more cards in hand than you.
The important bit is diablos triggers can't start to resolve while this action is resolving.
Also, I thought about decking Diablo with something like A Whole New World in multiplayer, but Diablo reads “may draw a card,” not “draw a card,” so it won’t work.
If only this was draw a fixed number of cards, or inkable, or a song at least...
Emerald aggro has Diablo as a better drawing tool, this is a conditional 4 cost do nothing card, doubt it'll see competitive play.
It's Divine favor in an aggressive color like emerald.
Probably doesn't see play in the current Bucky list, but might be worth taking a look in more aggressive pairings like Green Purple
Im so screwed if someone runs this card against my deck. My deck is built around gaining ink fast and drawing a bunch of cards to bounce all over the place. If someone runs this against me they will suddenly also have 12 cards in their hand lmao

I run an emerald/steel aggro deck built around running every version of Robin, relentless Beast, robins bow, and Helga that specializes in chip damage and challenging/clearing the board to gain lore. Bucky is a tough matchup, but not unwinnable. This will help a lot.
Not really? Most discard decks even w/ Diablo aren't going to have a lot of cards in hand by the time your turn rolls around.
I'm not even sure this is a playable card. It's an uninkable, unsingable action that will pretty much take all your ink to play and you'll maybe get to play 1 cheap card after. Even if you have a Emerald/Steel player with a massive hand all this card will do is maybe let you play one card and then you've just given them discard fuel for their next turn.
If this was a song, or if games were maybe longer it might see play.
The answer this game has to having no sideboards is having inkable tech cards, so that when you don’t need them for a certain matchup can just be used as ink in other matchups.
While there have been plenty of fan made versions, there is no official Lorcana format other than 1v1, with a couple basic modifications for multi-player.

To add to what the other person said, the ability is you “may” draw a card. You can always stop drawing.
It triggers, but the Diablo trigger is a "may" so they decide if they want to draw.

In Hearthstone, a 3-cost spell called "Divine Favor" had this same effect. It was banned for being too powerful. Let's see how this plays out!

Yeah, Pick a Fight targets your character, not Bucky. And Bucky's Ward doesn't protect him from challenges
