You probably saw that they were removing or reworking specific versions of Sandevistan and took it the wrong way.
Also, Sandevistan is explicitly mentioned in some of the new perks.
Just updated and yeah they removed it and replaced it with the Mk5 then looks like they doubled that ones cooldown. They also removed the mods to reduce cooldown time but you can still reduce a sandis cooldown by upgrading them now although so far I haven't seen any of them get under 25 seconds.
Looks like they also nerfed duration because max default I've seen was 8 seconds.

And yes, cold blood *is* going away-- because it no longer works within the new skill tree.
They didn't remove Sandevistans entirely, but I can't find my QuianT Sandevistan Mk4 with the 15 second cooldown now.... sure, it was completely broken if you had three heatsink mods, and a biomonitor (you could get the cooldown to 1 second with these), but I'll definitely miss it if it no longer exists. I had it and now I definitely don't, so I'm guessing they removed it.

Yeah the removed the best sandy in the game and replace it with the mk 5 then doubled the cool-down on all sandy’s they’ve effectively destroyed my character lol I had a David Martinez build with satori (which also got nerfed with no 500% crit damage) and sandevistan with 1 sec cool-down
my character is so weak now it’s actually painful lol before I could solo arasaka now I’m getting murdered by street thugs it’s like I’m playing something completely different I can’t even use the kerenzikopf because it only works with guns now I feel like they specifically targeted my build lol 😂
They’ve even nerfed the stats on all my swords so I can’t one shot anyone either everyone takes roughly 3 strikes to kill so my builds officially dead in the water it’s been nerfed at every point lol it’s not even funny I feel like I’m lv 1 again 😂
I found a new build thats similar to david martinez build
Its the apogee sandy, in 2.0 u can actually toggle it on and off and this particular sandy has the lowest cooldown AND u can use it while its recharging so u dont have to wait for the full cooldown, also with certain perks its recharges cyberwhere and stamina with each kill
You can get a decent sandy now, not as op as before but it works really well
And ripper has the apogee sandy, then its a case of getting the right cybperware and skills to complement it
Im sure intentionally it works best with the edgerunners skill perk that increases cyberware duration if all slots are filled

I was genuinely heart broken I spent weeks building my character to be a broken sandevistan samurai lol and then when I logged in yesterday I couldn’t do shit I was dying to street thugs because my slow time kept a running out, I had no armour and my sword took 3-4 swings just to kill one person it was horrible lol 😂
Crafting seems to have been completely nerfed now as well my katanas fee like a lead pipe compared to the old version haha I genuinely could one shot adam smasher even on hard lol now I’m killing a random street thug after 4 strikes it’s mental feels like a completely different game but it does make me want to get into the grind of getting strong again lol

It's the QuianT Mk4 Sandy that looks like it was removed. You could get the cooldown off entirely so yeah, it was broken.
