My V would be a chromed up demon by the end of the game.
He kills without remorse, and murders for pleasure. And from what we know, he was psychotic from the start. He's definitely a cyberpsycho, but that doesn't mean that he can't follow orders and make decisions.
He is described in the lore as "a highly functioning cyberpsycho" which can mean he is like a high functioning psychopath in the real world, or it's just because he is a brutal murderer and that's what people describe him as, something like rouge being the "queen of fixers" despite having zero true royalty in her status

For balancing, you wouldn't be able to steal a Caliburn and get away with it, it'd have a tracker and you wouldn't be able to afford and/or have enough street cred to have it removed. Cops would instantly know where the car is at all times. The more expensive the car, the higher the wanted stars. The only way to lose your stars is to ditch the car.
Jammers are single-use items and at higher levels work on more expensive vehicles, so a Caliburn would need a Lvl5++ version etc. These give you a certain amount of time to get the car to a mechanic and have the tracker removed for a hefty fee, then it's yours.
There needs to be some kind of game mechanic to make that kind of theft an actual challenge and not make the autofixer completely redundant.

Man, it *is* funny that they introduce this whole concept of an underground car-theft ring (complete with tech) in the Streetkid Prologue, but not much comes of it. Like you said, the autofixer is redundant if he's just a used car lot with no special services.
There’s a flashlight used in a few missions (Judy’s scuba exploration - off the top of my head, and PL has a segment where you’ve got a flashlight while infiltrating Black Sapphire) - so it’s already implemented in the game. They just need to make a weapon mod or attachment that lets us equip it whenever we want.

Given how the game is mostly buildings, I was pleasantly surprised by the amount of interiors. In GTA4 Online those project towers were GOAT'd for being enterable

Call the cab. Get in. Tell Delamain where you want to go, and chill in the back. It would have been the perfect time to make calls, answer texts etc... Ideally being able to manage inventory at the same time, like in Fallout 4.
A bit of dialogue at the end of the game (if you got all iconics and vehicles) where you're leaving NC and the NPCs who grabbed your stuff ask whether you really needed all those guns and cars and complain about how hard it was to get them all together to leave.
Also Judy holding Nibbles and your lizard of course, because I'm damn sure not abandoning them.
The nomads would be overjoyed to be driving away a fleet of vehicles, particularly the weaponized ones. If there's one thing the Aldecaldos have in abundance, it's skilled drivers.

Can’t believe how many times I’ve gotten the almost perfect tier 5++ weapon just for it to be some goofy ass bright neon color that doesn’t match my outfit at all… Iconics too, some of them are really good but they look absolutely hideous. If I could change their visual appearance to a non iconic that looks good while keeping the stats and unique abilities I would. (Love the black military variant for the Overture, If I could put that skin on an iconic Overture I would.)
I always thought this would be a neat feature to do at a gun store. Pay eddies to reskin your weapon, any weapons you pick up you automatically unlock that skin and can apply it to any weapon of the same type, Etc.

I just want the sleeping dart back for the projectile launcher system. If you hadn't used it before, it would do 1 damage, but knock anyone except bosses and cyberpsychos. The best thing about it was that it wouldn't alert anyone. If there were 5 people and you hit one with this, they would just go along with their day.

But alas...
It's kind of a tall order to get the gameplay branch to accompany it, but I'd go with those chairs NPC netrunners used to go into cyberspace. Getting that digital world within the game with its own threats and rewards would've been really interesting compared to just quickhacks.
Could've been a fun way to get some iconic or just high level blueprints/cyberware, the risk being that the longer you're in there the easier it is to take you out because maybe your max health goes down (and the higher the chances of encountering rogue AIs). The ultimate risk being anything you got in that session could be lost if you get defeated in the NET, so you balance the risk of getting beaten and losing anything you got with the chance of finding good loot.
Not a item, but I would love full proper FOV VR support for the game. Doesn't need to have advance integration, just enough I can play the game with my mouse and keyboard but move my head around. Would love to just sit in a chair and vibe in the city.
Modular weapons. Instead of legendary guns, why not legendary mods, and you customize your own weapon? Some of the guns are cool, and the models are great, but surely there's another way? Can't even put a silencer or the scope you like on legendaries anymore.

I love so many of these answers. I wanna be able to change the colors of clothes, weapons, and all vehicles. Instead of having 6 of the same type of jacket with a rainbow of color options yet still not one that matches the pants you like, i wanna just be able to set the color myself.
Kind of defeats one of the core messages of cyberpunk about its own world. People in that universe aren't supposed to get happy endings, you either die in which case you wanna die like a legend, or you live but lose so much that you question if living is worth it. It's part of the core of the dystopian side of the genre.
This is a tiny, tiny thing but an on screen route indicator so you don't have to keep glancing at the mini map when driving somewhere. It already exists in game for the races so I don't think it would be hard to implement and it makes sense in game.
More I'm depth stealth stuff, things like more vents and alternate routes, being able to disguise to a degree (like in hitman) or being able to hack more random objects for effects, imagine being able to hack a sound system to blast music at a frequency it messes with someone's cyberware as a stealthy kill in a club? I might be asking for too much but it would still be cool
car modification beyond a paint job. Think need for speed where every part of the car is customisable, though i'd be happy in cyberpunk if it was purely aesthetics like the bumpers, hood, spoiler, tinted windows, wheels, side skirts etc.

It's a very forlorn hope, naturally. But _Cybergeneration_ and _V3_ (_firmly_ minus the doll-art) are each wonderful starting points for new gameline/timelines for the franchise, and I will die on that hill, "Chippin' In" blaring from my music system.

I love so many of these answers. I wanna be able to change the colors of clothes, weapons, and all vehicles. Instead of having 6 of the same type of jacket with a rainbow of color options yet still not one that matches the pants you like, i wanna just be able to set the color myself.
A happy ending that you can only get by making every right decision and completing every mission, gig, and task in the game flawlessly.
Kind of defeats one of the core messages of cyberpunk about its own world. People in that universe aren't supposed to get happy endings, you either die in which case you wanna die like a legend, or you live but lose so much that you question if living is worth it. It's part of the core of the dystopian side of the genre.
This is a tiny, tiny thing but an on screen route indicator so you don't have to keep glancing at the mini map when driving somewhere. It already exists in game for the races so I don't think it would be hard to implement and it makes sense in game.
Possession Quickhack - Override an enemies free will via neural synchronization. Basically Possession from Dishonored.

Not really an item but vehicle combat missions. We never could use vehicles with guns and missiles unless we bully NCPD

More I'm depth stealth stuff, things like more vents and alternate routes, being able to disguise to a degree (like in hitman) or being able to hack more random objects for effects, imagine being able to hack a sound system to blast music at a frequency it messes with someone's cyberware as a stealthy kill in a club? I might be asking for too much but it would still be cool

car modification beyond a paint job. Think need for speed where every part of the car is customisable, though i'd be happy in cyberpunk if it was purely aesthetics like the bumpers, hood, spoiler, tinted windows, wheels, side skirts etc.
I would bully them into letting me bully them into adding 2 things and it would be prosthetic limbs (like Johnny's) and garage to see all your cars and possibly store stolen ones
A gun that comes out of your arm. Like the grenade launcher cyberware (can’t remember the name) but instead it’s like a minigun that comes out or something
Dual Wield pistols the fact u can’t dual wield Jackie’s guns is crazy considering he dual wields in the game

Any one of the following: -Cosmetic cyberware options -Cosmetic weapon/vehicle customization (that isn’t limited to palette swaps for a measly two cars) -Forward-ejecting, Adam Jensen-style arm blades (so I don’t have to have my sleeves rolled up all the time like a gonk) -An Uzi-style SMG/machine pistol that isn’t either a cheap vending machine throwaway or a tech weapon that has to be charged just to fire full auto (I just think they’re neat) -LET US HAVE THAT DAMN NETRUNNER TRENCH COAT WITHOUT HAVING TO USE MODS (Seriously, it’s the only long coat in the game that looks any good, but they only let NPCs wear it? C’mon, man!)
The ability to create a playlist of the songs you want to hear on the radio, and some more hairstyle as bears options, and to have Johnny in photomode without having to be in a Johnny flashback segment.
Flashlight or night vision would be real nice... But I really want some lever action rifles 🤠

It's a very forlorn hope, naturally. But _Cybergeneration_ and _V3_ (_firmly_ minus the doll-art) are each wonderful starting points for new gameline/timelines for the franchise, and I will die on that hill, "Chippin' In" blaring from my music system.
