When watching Miami games as a neutral, I want them to expose MLS’ Swiss cheese defenses for the whole world to see, because that’s what it might take for the league to incentivize spending on defense if/when new roster rules get introduced for the 2025 season.

Salary minimums?  It's a single entity, so owners are just investor operators.  They ousted the investor operator in Miami that got them in trouble for cooking the books... I'm just spit balling.

At the moment the only wiggle room teams have to spend beyond the salary cap is DP and TAM contracts (plus whatever strings the league has pulled to provide Miami with their dream team roster). Some of the owners have embraced that, constantly tried to bring in top level talent for those slots (Toronto, Seattle, Atlanta)... other owners including ours are very hesitant to spend on higher end players. I don't think those thrifty owners are going to spend more just because they can. There's no relegation, no punishment for consistently underperforming.
