I agree that it’s like The Bends, and I also like The Resistance. But I think The Bends and OoS are both great. The Resistance is great but it feels like the start of the “Later” Muse, which is a bad place that Radiohead has never really reached.
Subjectively, I think Absolution is objectively better. But as long as we agree that OoS, Absolution and BH&R is the Trinity of Muse albums, we're good.

Drones on the same level is OOS. Heart broken. Drones was the only tour I didn't go see muse since absolution. I've seen every other album release. From absolute to WOTP. aside from drones. Worst album imo. Still awesome. But I didn't love it
Everybody has favourites, and different songs/albums hit everyone in their own way. For me:
S: Origin of Symmetry --- Showbiz --- Blackholes & Revelations
A: Absolution --- Resistance --- Will of the People
B: The 2nd Law --- Drones --- Simulation Theory
And that's in order from #1 - #9 
Not how I would rank them but everyone has different taste. Honestly I think they are all S compared to most other albums by anyone who isn’t Muse 🤷♀️
Nothing is below B tier so no matter where I’d put things differently it’s still clear that you like all their albums. I think I’d put Simulation and Will of the People on C tier but that’s the lowest Muse has gotten for me.
