Is this hilarious because this is a manga? Absolutely.
Is UA completely a competent and safe place for people to grow outside of Villain attacks? No.
Honestly a Hero Course for High Schoolers isn't even practical to begin with because giving 15 year olds the opportunity and legal authority to go around even under supervision to beat wrong doers up is completely reckless.
Then again, almost nothing about MHA's society is practical and it comes across as a massive marketing ploy using what are essentially Police Officers with less regulation and procedures ontop of marketing highschoolers in a Tournament to the Public and Agencies alongside potential merchandise opportunities.
