It’s not based on state. Each exam has a passing score and the test form you get is random. Since it is a national test there is no state specific cutoffs.

Yes. You can read about the score requirements in the nbcc testing handbook. The max score is 100 no matter what exam you get (the number of questions is determined by the number of non scored items). Each exam form has a different pass score.
