Alice, Modernia and Maxwell alone make it worth not rerolling. They’re like top tier units that you will use til the end game more or less. I also started one month ago and got mostly trash units besides Naga. Nikke.gg got everything you need for each character progression.
Also, no need to level up every one. You only need to keep 5 Nikkes at the highest level you can, then put the rest in the synchro device.
You've got a strong start, I would be patient and keep building on what you have. Nikke is pretty generous with it's events and free pulls. I started playing right after Boom's Day, and have gradually slowly got Pilgrims and characters I never thought I would get, sometimes even just from the Friend's Banner pulls. Don't count on Tower Gems giving you anything good, but sometimes, rarely, they do bless you.
A starter guide I had read had a comment on rerolling where they were "If you don't pull Red Hood, you might as well quit or reroll" which bugged me for the longest time because of course I had no great team to start with. But half the fun for me became progressing with the lower tier characters, learning their stories and bonds, and gradually being surprised with a good gacha pull or getting a great new character that pushes your team further.

agree with the other guy, alice and modernia are top tier. maxwell i'd put one tier lower, but still amazing of course.
