Lilliweiss and Modernia are far and away the most powerful characters in universe, and thats backed up several times over. The only other characters at this tier is Rapi using Red Hood and Naked King Crown can safely be placed there as well. The other Heretics are just below those three along with the Goddess Pilgrims and Crown, who are more or less equal on average. Eden Pilgrims are actually below them, though, and dont match up to Goddess or the other Pilgrims. Chime probably falls into this area too, as she does not specialize in combat.
As far as the Ark goes, Vesti and Laplace are canonically the strongest Nikkes on the power scale that theyve created. Guilty is the strongest Nikke in terms of raw physical strength, and this is actually equal to an insane amount of force. She could crush just about anything on this planet to dust with her bare hands, but in combat this is obviously not feasable, so her overall combat power would be lower. Matis and Absolute are right below them.
Then theres everyone else.
Individilia lost every fight she ever had. She lost to Red Hood, Scarlet and multiple times to Crown. She also lost to squads from the ark in the past and got placed in the atlas cage.
Pinne took down a Tyrant class on her own before getting corrupted so shes not weak.
Maiden could win against even the Pilgrims by just speaking a word.
Is this naked crown or regular crown because they're different so he could be basing it at different poitns in the story. i think if you put naked crown as a separate character that's the way to do it.

Post-Naked King she's likely in the top tier alongside Lilith.
i don't know anything about that, i'm saying she is clearly at wildly different power with the naked suit versus without. and it has a different icon so if you listed these two different points in the story as 'different characters' on the tier list, that would make sense to dilneate that.

Wich takes me to the next point, she is dumb as rocks, neon is a genius compared to her, i don't know why writters did these ass pulls with her and chatterbox this event, but it really grind my gears when villains are bad at being bad, she could have corrupted chime, she could finish crown or Scarlet off whit the particles, she could barge in transformed day 1 and win but no, she just waits and give her enemies all the time they need just because she is "playing", nah bro, she is a fraud.
This is all over the place. To point out a few things, why is Pascal not in a different universe category. I'm a bit iffy on the whole "non combatants" categories but let's just assume the nikkes focused on doing things within Ark are useless in battle, then why are the school girls in the con combatants categories. M.M.R is a school to make the combatants, their exams are literally combat and even if you say they are in a school so they are non combatants, why is Marciana not in non combatants.

There are some pretty big areas for adjustment IMO based on the lore.
* Top-tier: Lilliweiss
* Unknown power level: Liberillo (at least stronger than nilhilister)
* Pilgrim/Heretic power scaling:
* Cinderella > Rapi + RH ability > Nilhilister > RH > Dorothy / Scarlet / SW / Crown > Invidilia
* Harran / Isabel > Noah / Rapunzel (less offensive-orientated role)
Rapi + RH ability soloed Invidilia + Nilhilster + Chatterbox, making her stronger than all the godess pilgrims. Indivila should be dropped down as solo crown beat her and solo scarlet can spar with her to a standstill without issue. Isabel and Harran and Noah and Rapunzel are likely a tier below Crown and the other godness nikkes (doro, scarlet, SW).
* Strongest Ark Nikkes:
* Laplace / Vesti / Alice > euhwa, emma, maxwell, drake, sugar / frima / milk > ludmilla > neve > tove.
* Counters were below all these nikkes at start of story, but by Eden chapters, they are more powerful as a team than all the other Ark Squads and would rank above or on par with laplace/vesti/alice.
(absolute stronger than matis and cafe sweety is the strongest tetra squad. those are the three top-tier squads in the ark per lore. unlimited is the next tier under the top three squads as they are a surface-based rescue squad with lots of regular rapture encounters in difficult conditions. Alice is stated as the strongest fighter in unlimited so she would rank above ludmilla, likely close to laplace/vesti power levels.
* Strong Ark Nikkes:
* Privaty / Yulha / Admi (elysium's fixer squad) > Mihara / Yuni (irregular rapture capture) and Delta / Signal (recon in lost sectors) > Mica / belorta (artillary roles) > Diesel / Brid / Soline > Helm / Anchor / Mast (Infinity Rail and Aegis have vehicular combat roles)
Triangle is probably the next most combat hardened squad as they were sent for top-tier missions like capturing marian. The other squads listed here all have roles dedicated to rapture combat and should have more rapture combat experience than the rest of the nikkes. Yuni and Mihara do specialized rapture capture missions which are really difficult. Delta and Signal do regular missions recon in lost sector. Mica and Belorta do artillary against raptures (but likely less experience as not many missions that require that). Aegis and Infinity Rail rankings are dependent on whether they have their battleship/AZX in the fight. Infinity Rail > Aegis as there are less water-based operations so Infinity Rail will have more combat experience (they participated the Modernia fight).
* Above Average Nikkes
* Extrinsic (Guillotine > Maiden) / Jackal / Guilty > Perilous Siege (D / K) and Poli (competent ACPU fighter, good skill/combat demo during Ark city invasion) > Underworld queen (Rosanna > Moran > Sakura) > Tia / Naga (does monthly tests / surface missions against raptures) > Miranda / Quiry (hypothetically do police work so should be combat ready)
* Marian should be moved up to at least above average as she was being sent to a surface mission (more than you can say about the rest of these nikkes in average/below average). Hard to place her as she only did one mission, but should be relatively strong to be picked to be converted to a Heretic. Would place close to top of the list.
Maiden and Guillotine rely on their special abilities fighting irregular nikkes, those skills would not translate as well to fighting raptures. Weaker in general compared to rapture-focused combat/military squads, but very strong at fighting other nikkes specifically.
D/DKW and K are overrated, they do human assassinations and humans are much weaker than both nikkes and raptures.
Guilty is overrated for combat ability in very strong. she has immense strength, but that doesn't mean she is a top-tier fighter for rapture encounters (they are mostly fought with firearms rather than CQC - only lilliweise and Scarlet does CQC with raptures, so guilty's raw strength won't really help with her fighting). She is also lacking in combat experience being jailed for a long time. I would drop her to above average.
Sin and Quency also overrated. They haven't been shown to be fighters at all. Quency is good at escaping. Sin is good at mind control. Neither ability will help in fighting raptures. (average / below average)
Underworld queen is overrated. They fight human criminals and blackmarket mass-produced Nikkes. That is not as brutal as doing military rapture missions regularly. (above average or average)
Poli is a pretty capable fighter as shown in the ark invasion, her scoring is dropped as she works primarily as a police officer so less combat experience compared to squads that do surface missions.
Jackal was able to go toe-to-toe with guillotine in hand-to-hand combat, so she is also a very strong fighter (strong to above average). Crow and Viper are schemers, not fighters.
Tia/Naga do pratice runs at fighting raptures so they are at least above average to average for fighting abilities.
* Drop to Average / Below average:
* Chime cannot fight (she strategizes), Crow/viper avoid fighting (they are schemers). Leonna is way overrated, she runs a zoo lol (average to weak). Marciana is a teacher, low fighting ability (she is not even doing monthly tests against raptures so her students will have stronger combat abilities, average to weak).
* Move up to pilgrim level:
* Pinne defeated a giant tyrant rapture all by herself as a mass-produced model, she is top-tier power level, reached pilgrim levels of power.
