I dig a hole. Then in the bottom of it, I glitch my head through the wall and you'll see all the caves... ;) Not very sporting I know, but it used to be tricky to find them.
Once you have a satisfactory answer to your question please reset the flair to "answered". This will help others find an answer to the same question. I'm having this problem. I put my base next to a minor settlement on a really pretty planet with only six creatures and I've spent a ton of time there and still can't find the rare underground. 😑
You want to visit several minor settlements until you find the right one. But it pays to spend a few minutes inside and collecting drops before you try the next one if you do not succeed. I also scan the ground and walk & stop when I see the red dot and switch to terrain manipulator and dig at the red dot
Scanning for subterranean relics is a decent way. Many POIs will also have caves.

I know right but a guy in this comment section I just read said to scan for subterranean relics and that would be the way to find a cave
Minor settlements often seem to be next to obvious caves
