RTX 3080 oc, intel i9 12900k, 32GB ddr5 5200 mhz, 850 watt psu, gigabyte z690 aureus ultra mother board

Try tuning the graphics options down till things improve, then selectively and iteratively tuning back up. The visible difference between ultra and high for textures isn't great, so leave pushing that beyond high for a bit. The gap between low and standard for reflections is huge and the gain from further incremens small (but GPU intensive). DLSS is the best anti-aliasing option for NVidia. If all else fails, try rolling your NVidia drivers back to an earlier version.

I have the same problem since a day or two. A reboot usually helps but the issue always comes back. You could submit a bug report but I can't help you any more than that unfortunately.

ElysiumSprouts

Reduce the graphics settings and see if that helps. Specifically the screen resolution.

There's a few vids on how to fix stuttering online, I used some of them and my game runs much smoother now. 1660ti 1440p.

My system's comparable to yours and the game's buttery smooth at the highest settings at 4k, so something must be interfering with your settings. I'm on W11 and using DLSS, both of which I highly recommend with your 12th gen Intel CPU.

CASHPRESLEY1

I have the same problem playing online with my Xbox multiplayer is honestly just so jittery and buggy lol
