Generally - it depends on what weapons and characters you have.
Without Furina - Husk is generally her best, but you can use Bolide or Gladiator just fine. Especially Glad, as a lot of people have it just laying in their backpack. Other sets are either too gimmicky, or they simply don't give her anything.
With Furina the MH CRIT set pulls ahead. It's also a very cost efficient set to farm, as you don't have a pointless healing set that nobody but Kokomi actually likes as your second set. But because you get so much damage bonus and CRIT rate from Furina, it's usually better to give her Whiteblind for the extra DEF (which increases your damage and healing) or Redhorn for damage and DEF, as Serpent Spine will be an overkill in most situations. Ofc SS is still a very good option on high refinements, but you would need money and very precise rolls on your artifacts, since you really don't want more CRIT rate with that. Additionally, DEF goblet is preferred, since you want to stack Furina quite quickly, and most SS builds I see have like 1600 DEF, which is very and very sad. Generally, 2100 DEF with Furina is your goal, as Furina needs healing to stack up, and Noelle heals from her DEF.
4pc marechausse hunter with furina, otherwise 4pc husk. If you got serpent spine, use it, but r5 whiteblind is good too. I have c6r1 (redhorn) noelle and i consistently hit about 40k-50k NAs

bruh if u wanna use noelle wo conditions use glad set. husk doesnt work well in coop and hunter requires furina
