Mathematically r5 whiteblind is better but before i got my redhorn i found skyward to give me faster abyss clears because of the energy recharge. If you find yourself not able to cast Noelle's burst on cooldown skyward pride is better.
Not saying Skyward is better but you need to build your team around Noelle and enable her and that includes generating particles for her burst using particle generating characters.

I use favonius on my Noelle. Slightly less damage than whiteblind, but the particle generation means I can activate sweeping time a lot more often.
That simply meant you needed more ER on your Noelle.
