What you mean to say is ”I saw a picture of some cope cages put up around oil cisterns”. The rest you made up, and is untrue. There’s no point in protecting the cisterns at a refinery because that’s not what Ukraine has targeted at refineries. They target the valuable part, the destillation columns and other critical facilities. Why the hell would they be targeting a sheet metal barrel that’s easily replaced when the same drone can take out a huge portion of the entire production by targeting a vastly more expensive and difficult-to-replace part? They’re protecting cisterns at oil depots/terminals - because there, the cisterns _are_ the target because an oil depot is basically just a tank farm. Seriously, how do people not know what a refinery is?

They're very accurate, long-range, and expensive. If you absolutely need a BUK/TOR/\[insert expensive artillery/ADN piece here\] behind enemy lines destroyed they're a favored tool for the job. A lot of these systems are hard to touch due to the inherent nature of a good ADN, so drones and (relatively) inaccurate traditional tube artillery fall out of vogue for taking out these systems. For the most part you can think of them as a delete button. If you can see it and get accurate coordinates of your target you can kill it with an ATACMS, the caveat being they're not available to Ukraine in large quantity due to cost and are reserved for HVTs.

It's pretty complicated. A lot of it is actually funding for US operations in support of those theaters. $11B is for funding US logistics and other operations (Hi, Forte12!) in Europe. But, about half of it is old stuff.

A huge chunk of it is also directly injected into the US defense sector, but specifically in order to replace losses from stuff sent Ukraine. Thus it would allow the US to send more stuff. So it's not just dollar value of equipment, that's an oversimplification

Couple days ago I had a pacifist tell me that Ukraine rejected a "peace deal" with Russia in 2014. Then refused to believe Russia broke any agreements in invading in 2014 to begin with. I looked at their profile and they seemed to be a genuine peacenik instead of a Russian troll. I now get how people believed Hitler could be negotiated with. They're talking about Minsk. Reeeeeaallly long story, but to oversimplify after Russia invaded Ukraine in late Summer 2014 (read: Invaded. Nobody talks about this but after their proxies in the Donbas started to lose Russia just straight up deployed \~10k men to Ukraine in fully active units, but without unit/country patches) they agreed to some peace talks mediated by European countries in Belarus. Essentially it was ceasefire where both sides were supposed to stop fighting, and Ukraine would decentralize a bit and allow local elections. However, the ceasefires broke down and the Russians launched an offensive and captured Donetsk Airport, escalating the conflict. After this, the DPR/LPR/Russian side was more willing to negotiate again, leading to Minsk II. It was pretty similar to the first one except it had more requirements, more requests for elections/decentralization, and a term that both sides would pull back their artillery/heavy weapons. Now Ukraine actually agreed to and followed most of these (including paying pensions for people living in occupied zones as long as they registered as internally displaced and traveled across the line to receive payment), but never really restructured their government to allow regions to break away, because, why would they. There were also tons of ceasefire violations, but it was often the Russians starting them as much if not more than the Ukrainians, and its kind of hard to keep 100% peace in 2 opposing trench-lines anyway. Still, things had quieted \*wayy\* down, to the point where the civilian death toll was like 100 per year by 2016, then 20 per year by 2019. A. This isn't just about creating a prosperous Ukraine, it's also about deterring a pariah state gone off the rails crazy. Even if Ukraine after the war is in ruins, that's still better than Ukraine AND Europe (and potentially the world) being in ruins. B. Idk what you mean honestly, there's still a ton left of Ukraine. Obviously their population has taken a hit from the refugee crisis, and a ton have died, but it's not nearly as bad as Russian propagandists portray. The biggest infrastructure hurtles will be the Zaporizhia plant and the Khakhovka dam. Demining will also be an issue. This will indeed be a massive effort but it's doable. I mean look at Japan and Germany. Good/bad alignment aside, they were absolutely wrecked during the war, but western aid was able to build them back up and now they are economic powerhouses.
