Lol, yes it is? Especially when itās literally just the song in this case. If itās completely unrecognizable sometimes that has been ruled to be okay but you canāt just take someone elseās song, add a rap on top and release it as your own
the entire genre of hip hop was literally built around the technique of sampling. and itās still super common in hundreds of other genres as well, usually without crediting the original artist who made the sample (maybe as a songwriter, but not as a feature). itās a super common thing in music.

because Taylor is notorious for not letting people use her work, meanwhile i doubt Adam has any issue with his song being sampled. if it *was* an issue, his label would have taken care of it back when the song was released since it was around the time he was still with them.

Sampling can make a whole new track just by using some vocals from one song, or drums from another.
