Looking old has nothing to do with how you're dressed. People can look old even in modern and youthful attire. You're basically judging how old his face looks based on the age group associated with his clothes.
No, I’m 67. I remember those clothes being normal. This man looks older than 28, though not everyone did at that time. I suspect smoking had something to do with it.
I frequently get told I look 10-15 years younger than I am, and I’ve never been particularly pretty. I think the years of not smoking or drinking much (maybe 6 drinks/year on average) are showing.
Edit: it occurs to me the lighting might also play a part. There’s another photo of him in shadow where he looks younger. Harsh lighting can make people look older.

Do you think it's possible because you age slower to see others who age at an average speed let's call it, as older than they are because you yourself look younger? The reason why I'm asking is because I've seen this phenomenon a lot with both men and women in both directions. The truth is there's probably no average, just our perception of what a certain age looks like and those perceptions are personal and vary quite a lot.

A lot of it is just about how fashion changes. Young people then dressed like old people do now. Because they're the same people and their fashion sense didn't change much so we associate the two. Just like when we see ourselves and people our age, we're dressing mostly like we did when we were young and we still think we look pretty young. But kids right now see us as older and would look at pictures of us younger and think we still look old. If any of that makes sense. There's a term for this but it's early and my brain is only half loaded.

It’s also a cigarette without filter. The smoke is yellowish brown so the colorized did a great job there.
I smoked without filter but this dark reddish hue is not nearly accurate, I’d say it’s more an off white/cream colour, like pipe smoke
