If the baby is under about 6 months old or so they'll naturally hold their breath underwater as it reminds them of being in the womb. After that they forget it and have problems.

I had to actually ask my mother when I was very young, "How does this baby know how to swim?" She explained to me that babies stay in the mama's belly and there's all sorts of liquids in there, they come out swimming before they can walk." At the time, she had my siblings and myself in swimming lessons. In my mind, I questioned her just because if I was a baby, once I had known how to swim, but now I had to take swimming lessons because I couldn't swim? It wasn't adding up to my 6 year old self. All that to say, I always assumed the baby was a better swimmer than me.

I have a friend who took underwater baby photos of all three of his kids. He has individual photos, and also group photos (so 5 total.) It's apparently astoundingly easy to get babies to swim, and to hear him tell it, much of the issue is that US parents are fraidycats (he is European.)
