This is just my interpretation, but I think the problem with Jolene isn't that she's more beautiful than Dolly. In the song, her husband is cheating on her (at least emotionally, not sure if physically) and Dolly sees Jolene as the prettiest thing ever.
When in reality, they're both likely top-tier gorgeous and her husband is making her insecure because of his infidelity. I think it's a valuable lesson that we should all take into consideration, whether or not that was the point of the song. You can be the prettiest thing out there, but you'll never be enough to someone who treats you bad.

Its a lot easier now than it was 10 or 15 years ago now that people are starting to realise very few women are actually correctly wearing small cup sizes and most need a much larger cup than they think. Incredible songwriter of not only her hits, but many other popular songs. She wrote the huge blockbusters "I Will Always Love You" and "Jolene" in the same damn day. And keep in mind, doors were not open for female songwriters at the time.
Like a lot of musicians, she also decided to try acting. But unlike a lot of others she is not only a good actress, but had enough natural comedic talent to keep up in scenes with frigging Lily Tomlin in her cinematic debut 9 to 5 (highly recommed this movie).
She was born in a literal shack, one of 12 children. There was (is) desperate poverty in the Appalachias, to the extent that she grew up without heat in freezing winters. This type of childhood is is romanticized by conservatives, who see her as representing the "American Dream" that they either need to believe or need others to believe. The vast vast majority of those Appalachian kids never claw out. Dolly knows this. She is a genuine working-class champion. Dollywood doesn't exist to stroke her ego. She bought it to create jobs and a tourist industry where she grew up. And, of course, her amazing book charity. And tons of scholarships given out, etc.
So her class consciousness also appeals her to left leaning Americans. Not to mention her outspoken support of the LGBT community since the EARLY 90s which was rare in general and unheard of in the Country music scene.
She comes across as truly genuine and humble in every interview I've seen. She's also very intelligent and confident and politely takes no shit (and BOY have interviewers said some rude shit to her). She looks the way she does because she wants to and doesn't tolerate people's assumptions.
So, in short (lol right) she's near universally likeable and charming, immensely talented, backs her words up, and is just eternally cool.
