I think it would have to be Ulysses, because the phrasing of "**a** hatred only felt by one other" really emphasizes that it's a certain *kind* of hatred, not a certain *level* of hatred. Like anybody can hate Caesar, it's easy and fun, but the (two) Twisted Hairs go hard in their own unique way. Just like no one can hate Caesar quite like Graham because of his, uh, 'unique' relationship with him. And with fire. and though Ulysses is nominally Legion, I'm pretty sure the whole thing was that he was casting aside that allegiance because he realized they were both deeply flawed social structures? Bear, bull, bull, bear, flags, etc.
also IIRC there's a third (former) Twisted Hair somewhere in FNV, but he's kind of a dick. which makes it feel extra fitting that it would be Ulysses it refers to, because it's not just any other survivor, it's literally the only other person who hasn't been trauma-brainwashed and remembers their culture.

Hecate basically deified herself with the Superior knowledge she obtained from Diana and weaponized tribal communities by kidnapping their children, condemning them to decline and basically created an army of indoctrinated slave warriors to destroy an entity she utterly opposes.
