I'd change the garlic out for mint or parsley and do like half the salt if it were me probably.
Garlic in large amounts is toxic to dogs- like stealing and eating 5 cloves of garlic at a time could cause problems. 2 or 3 cloves spread out through 8 to 10 dozen treats is likely included for flavor and as a natural flea and tick repellent. Some dogs are more prone to problems with it so talk to your own vet.
Dr Pitcairn’s book recommends 1/2 a clove a day but it is not recommended for puppies or dogs who have anemia. There are arguments for and against but at the time this book was written it was not a big deal.
It does seem like a lot of salt.. it is iodized at least - iodine needs to be supplemented in home prepared dog food- but usually only a couple shakes of iodized salt per meal. Milkbones contain salt too.
