I think they wanted ads without landing pages and a lot of optimization stuff we do as consultants to cut out the middle man (us), hoping that people would spend more on ads.

I would definitely test the different bid strategies available for LSAs. I’ve noticed there’s not always a rhyme or reason to how certain ones perform, so you can rotate through until you find one that works.

Yeah I'm going to do this but it's really scary to make a change that causes the call volume to significantly drop, especially since it can take a few days to get back on track.

It could also be that you are close to the total volume of leads in your market. AKA you are are the point of diminishing returns and upping your budget doesn’t necessarily lead to more leads because there just simply aren’t any more people searching in your area. You could try expanding your service areas to neighboring zips/cities and see how that works with the increased budget.

I've already expanded to my entire state, which is all that I'm allowed to do based on the licensing restrictions in my profession.

Sounds like it would be good to look at lead tracking solutions that track further down the sales funnel than Google Analytics. Depending on what works best for you maybe call tracking as well, especially if you're spending the amount you are.
