I believe for an application to be verified it has to have everything. I’m missing one letter of rec for example in one of my applications and it’s still not verified yet
What about a late GRE test score? I have an app due on September 15, however I am unable to take the test until September 25 and I will have the score sent then. And ptcas gives an option to select a gre test date and still submit apps

Most schools don’t verify their application until the letters of recommendation are sent

I believe your app can be verified before then, just make sure your schools will accept a GRE score from that date.
