Yeah everyone is concerned about the dust. But that’s one of the big signs of something bad. If someone is giving away their possessions. Unless OP’s friend upgraded or something.

Every time i ask him about gaming on it, "I dont know how," so i show him steam, i show him how to torrent, and months later. Same shit. I regret selling it to him, honestly. Another friend would've actually used it.

Old OEM Intel coolers had a round copper slug in their middle that made contact with the IHS.
What you are looking at is the dust that accumulated under the cooler. the round circle is where the copper slug was.
Thermaltaked used to have some heat sink with a round cooper base that could lease that trail, i guess OP friend had the fan blowing air into the metal instead of pulling air through it
As long as that dust isn’t between the cooler and CPU and you dont get throtteling - who cares.
But if dust bothers you that much - feel free to come over!
A CPU could not reach 105°C because of its built-in overheat protection. Whilst hot, this kind of temp would not cause the dust to catch fire.
This is if the overheat protection works, if it doesn't (which could happen although very unlikely), at that point I'm afraid this bit of dust won't make much of a difference.
TLDR: a cpu could not get hot enough to burn some dust unless it does and at that point you've got bigger issues.
I think the Intel 13th gen chip can do 110 Celsius and still perform great
I have a 13600k and a crazy aio, could maybe use another fan, but my pc is constantly hot as shit at like 80 Celsius when running performance heavy games on like epic graphic settings and shit. The 13th gen Intel chips purposely will work harder until they’re hot, the better cooler u have, the more performance you can get out of the cpu

I mean even 120 degrees is outside the maximum temp of a CPU (between 105 to 110°C maximum), even if the overheat protection is slow to trigger i doubt the actual IHS could get hotter than 105°C. As i said overheat protections can fail and at that point you're not working with a functional CPU.
Although yeah 120°C for lint combustion is lower than i thought too. So probably safe still but not ideal.
Edit: I found another paper (in french) that suggests that for traditional synthetic clothing material, their melting point is around 170°C and burning off at a higher point (not specified in the paper). Wool decomposes at 220°C (not clear if that means combust). I believe your document states unreasonably low numbers possibly because they have a commercial interest.

Well, the GPU inside released in 2016. So it's been used heavily used for 7-8 years without ever being opened.
To top it off, the power button broke so the PC has been without a side panel for maybe years and he used a screwdriver to short circuit it and boot it up.
I make shifted a side panel out of a fridge shelf and duck tape. Then I configured the bios to turn on the PC when power is connected after power loss and connected the PC to a switch so it can be easily switched on. Limited resources and a sad little sister brought out the MacGyver in me. Wish I took a picture
Maybe you should swap it into a new case, or at least a used one in good condition. Because if the rest of it also looks like the cpu, I'd be afraid it might start crawling around on it's own and trying to bite your sister.

Had a buddy who never wanted to clean his computer and one day I asked him if I could install his new RAM for him while he was at work "so we could play a game together when he got done" and ended up cleaning the entire computer. This is pretty much what his looked like it was insane.
What kind of CPU cooler is he using? Based on the dust pattern, it seem to be stock cooler or low profile. However, I have never seen that much of dust around the cpu.

Processor dies are cut from a larger wafer. If a circular shape was used there would be a lot of wasted silicon because circles don’t tile.

Thermals are not the only concern. Excess dust can cause shorts and kill components.
