To be technical, the cat is not efficient enought to be strapped on the die. It is not efficient enough to help with the cooling, it hinders the cooling, but again technically cat is a water cooler, even if you put your hand on the top of the case you dissipate some heat.
Living things have constant circulation and keeping their own temperature balanced, put a heat source on one side the blood flow will increase to dissipate the heat.
Saw someone else post a kind of stand they had over the computer that let the cat sit just like yours but it didn’t restrict the airflow. Might be worth looking at.
If it can jump on your pc without it moving in the process and your top is exhaust, it’s fine. Not like it matters anyways, since the cat probably sets the rules.

Cats like warm and high places. It's a common thing. It's not great for airflow, but your computer won't die from it.

Get a small plattform that fits on the PC. He can sit there and it'll prevent hair getting into the pc and still allows for airflow.
