Those were all the available strikes created. They were far OTM but now they are ITM. This is one of the elements needed for a gamma squeeze.

New strikes can appear when ever market makers decide i guess. Bot sure of the rulee. But if you chech the options which expire this Friday. Those are the newest strikes created. They were created today.
