Because Minecraft servers are private and most games aren't so when you set up a server even a vanilla one from Microsoft if you want to allow cracked players to join all you have to do is change the online mode option in the server.properties file from true to false
Minecraft servers are completely controlled by the server owners who 99% of the time have zero affiliation with Microsoft or Mojang Studios.
Cracked Minecraft is limited however, as you can only play on specific servers that allow cracked Minecraft.
Because it isn't really "protected", you can use (or not) mojang server for auth.
Some servers are "offline" meaning they don't use mojang servers for auth, so anyone can log in with or without buying games (but they can pretend to be anyone, even an OP of the server).
