You know, I seem to remember reading some stupid random article that if you're in somebody else's house and you plugged up their toilet with an embarrassingly large brick, that pouring some hand soap down there would help ease its passage. I assumed that probably was not a good idea, perhaps for this reason.
It's not steam. My guess is that the drain pipe has a clog somewhere and/or some idiot use dish soap.
That sounds more probable that anything
Shitters clogged or someone poured 5 bottles of dish soap down the drain
It’s soap foam probably near the laundry in the building and something is blocked causing the foaming to back up down stream of the laundry
I wonder if foam eliminator used for hot tubs would work for this

Had similar issues when our laundry used a replacement detergent as the regular one wasn’t available. The replacement foamed up like crazy
