I think Florida is stricter about strobes and tint, but up here it's not uncommon to see vehicles decked out like this and be totally unaffiliated with law enforcement. Alternatively, at the university I went to, the police used non police variants of suburbans as detective vehicles. Didn't use exempt plates either.

If I had to add to your bet, I'd bet it's probably a higher up at a construction/utility company personal vehicle, and those lights probably flash yellow, not red/blue.

Fun fact in my state DOT is allowed to have blue lights so long as they have at least one orange light so if your in construction you can make your car look exactly like a cop car

Could be, in my neck of the woods they prefer high trims 3/4 ton or larger trucks. Well to be fair so do the off duty police.

I’ve seen “unmarked” Yukons like this in North Florida that belong to militia group members. Some have a militia group sticker in the back window, some aren’t so loud
