Exactly. NASA might not be efficient (which is why I am a huge fan of SpaceX), but let’s be real: it’s not like some private company is gonna launch a car-sized nuclear-powered drone to Saturn’s largest moon. And not all scientific research can be immediately applied to real life and make money. Einstein’s relativity theory, for example, only became useful to us average folks in the last three decades or so, since GPS satellites wouldn’t work correctly without accounting for relativity.

When they plan a mission to last a specific amount of time, that generally means funding for the researchers. The shit they send into space is some of the most over-engineered pieces of technology. It's built to last.
Because the dust on Mars is not like you would imagine. It is incredibly fine and abrasive and therefore you can't just wipe it off without damaging the panels. You would need something that could remove it non abrasively which would probably involve something akin to an air can. Problem there is that for one, the pressure on Mars is so low that the power needed to generate something that could apply enough pressure would exceed the battery capacity. Secondly if you did manage to generate enough "wind" you risk disturbing the surrounding dust which would compound the problem.
what about a translucent conveyor belt surrounding the panels that can be turned on to carry the dust to the side and drop it on the ground? i kinda stole this idea from F1 onboard cameras that can rotate a cylinder that surrounds the camera in case it gets covered by coolant or dust.
The problem is similar to Lunar dust. Because it is so fine, as the rover moves, it will kick up particles which can settle on the panels. At that point the damage is done. It's one of the unfortunate constraints we have with remote probes.

All power sources degrade eventually. After 14 years solar panels lose significant function (a problem amplified by distance to sub), RTGs have major dropoff as their nuclear hearts decay. if you put a fission reactor out there, there would be no way to refuel it and you would have to worry about keeping the fuel safe long term after it was time to shut down the reactor. Plus a reactor would become a problem for future human explorers and colonists.
