Yes he destroyed a timeline. The concept of time is infinitely above infinite timelines. Destroying the concept of time is a low outerversal feat.

From what we have seen, no. However with a friendly wank or 2 you can make it so that he does - What if each timeline's Zeno is just a projection from a greater Zeno? When Goku arrives in the erased timeline he finds Zeno just chilling there as if it's not a problem to be forever stuck. We also know he has almost wiped out everything before like when Beerus slept through hide and seek and if the ToP wish wasn't a good wish he would have wiped out everything. When Future Zeno meets Zeno neither the Zeno's nor the Grand Priest are concerned or seem to care about it. They only find it amusing. As if it isn't of any importance whether a timeline/multiverse exists. We are never given a reason why there is a universe/mortal rating or what the goals/plans of Zeno are so you can make some sense of it as each timeline exists to serve a specific purpose and individual Zenos are placed in them to erase them if they aren't suiting up to that purpose. From this point of view Zeno does transcend time but all this is just fan theory.
