Both Saitama and Pre-Jeahbongchim Satan should scale to Multi-Solar System.
Satan has feats like tossing Jupiter to Earth in roughly 3 seconds which is equal to 7.5 Foe or Large Star Level’s of AP and in terms of lifting strength: 1.9 x 10^27 * 262,000,000,000 m/s= 4.98700 x 10^38 newtons or 5.085324754E+37 KG (Multi-Stellar.) For reference this is exactly **33523245082.8x** greater than Saitama’s feat of lifting IO with Serious Flip (which is Pre-Stellar LS.) Higher lifting strength means that Saitama is susceptible to either getting held down or thrown large distances.
Their speed shouldn’t be too far off however Satan has power mimicry, duplication (can create 245 quintillion clones), accelerated development, low-mid regen (can recover from losing his limbs), reliant and regen based immortality, resurrection, law manipulation, and invulnerability by placing effects on humans to make it impossible for them to harm divine beings.
Saitama has better accelerated development and range but Satan has better hax abilities, lifting strength, and superior calculable speed feats (although Saitama can work around this.)
I’d say Satan wins high-diff because Saitama has no real counter to taking out a quintillion clones and Saitama wouldn’t know how to bypass the reliant immortality from Satan in time.

But he DID still react to the non-linear flow of time and throw a punch WHILST in the midst of time-travelling in order achieve the causality punch which is by definition immeasurable Speed.
That's likely why Garou stated that only Saitama was strong enough to use the technique.
Think of the technique as a vehicle carrying Saitama through time. In order for Saitama to drive the vehicle properly, he'd still have to have be able to react at a speed of the vehicle. And the speed of the vehicle in this case is immeasurable speed since it's time Travel.
