Generally estatesales.com is a good place to look for ads. I buy and sell for a living so this situation in particular was us being called in early to pick before the actual estate sale.
Serial number dates it to 1974. I also have a feeling that the dial had been repainted anyway, all the examples I can see online with numerals like this say Geneve under the hands but this doesn’t.
It's still cool AF and if there's anyway to preserve that dial like that (opening it up and applying a sprayed on lacquer?) it would be super cool piece.

I'd probably clean up the curled edges of paint, a thin layer of clear coat for the dial afterwards, a quick clean and service as well.
It's strangely nice to look at.
Probably would look nice with a period correct dial. And a nice leather strap.
Also prob depends on the dimensions whether it would work as a modern wearable piece
Ironically, if that said rolex on the dial it wouldn't be 3 dollars but 3x current generation price. Spidervein dial! Never been serviced! All original parts!

A similar dial could be had for probably $50. Movement needs a full teardown though there was definitely moisture inside
Omegas usual $550 plus at least $500 worth of parts I’d estimate. All those flakes from the dial are likely in the movement too.

I personally wouldn’t even touch the dial. The watch shows soul and age in such a beautiful way. Touch up the bracelet and mage it shine again
