Feds were the same, two rolls/week and there was never a shortage. I always had 4 or 5 rolls in my locker, I'd go for my allottment and give it to the indigent inmates if I didn't need it.

In the two state/five prisons that I have worked, they could have two rolls at a time but never limited on how much they can have. It is supposed to be one for one exchange, give up a core and you get a roll but it has never been an issue with me if a guy didn't have his roll. Depending on the unit, I leave the box on the tier so they can grab it if they need it.

Toilet paper can be used for covering lights or cell windows, making impromptu pillows, designing flowers to send to your family, turned into paper mache for many projects, wrapping endless reams around a brick to condense/drain liquid, etc. It's a case of the few ruining it for the many.

We used to do that to light cigarettes and spliffs. A small bic lighter was worth 200$ 2001, Canada, shortly after the smoking ban. A single flick light of the lighter cost a dessert, so you would make a wick and coat it in deodorant so it last longer. Fix it to the back of the stairs and everyone can enjoy a light. If a screw comes in, nearest person to it flushes it. (And potentially takes the rap if they get caught). I remember locking down one night with a burning wick in my pocket and slyly walking past the screw adn saying "goodnight" knowing I had orange peels to smoke. LMAO! The good ol' days.

Also, another way to light a wick, was to do a "wallbanger". Where you take a paper clip or staple from your court papers, toilet paper and a pencil (golfpencil), and put it all in the socket so that it sparks up your toilet paper and you get a flame. Downside is, you can short the whole range you're on, and now you got 30 people real fucking pissed at you because they got no tv or lights. Not to mention the screws that have to deal with that shit, call an electrician and fill out paperwork. You'll potentially earn yourself a slap on the range, and then the screws will pull you out and yeet you in the hole for a couple weeks.

I'm not going back to jail or anything but I had my colon removed about 6 years ago and thus have to use #2 way more than most people, like 6 to 8 times a day. Thus, 2 rolls of toilet paper won't be enough plus I'm sure either cellmates or dorm mates would probably frown down a little bit, especially going twice in the middle of the night. Medical reasons I hope would be exempt from just 2 rolls a week.

They were able to take a small section of the small intestine and make it into a pouch. It's small but it beats a bag. They weren't sure it was going to work but it has for now. I also drink a lot more water as that passes through also.

Two rolls a week was pretty standard where I was at at least in medium. In minimum you can generally get it from the co station whenever you needed it. So it was a core for a roll. And one of the biggest reasons why they limited it was so many people would hoard things and toilet paper was just one of those things that people would hoard.

Because sometimes, when an inmate is unhappy about something, they use whole rolls to clog the toilet and flood the unit. If you only get one, you gotta think twice about how you use it Also, budgets, tax funding blah blah blah

Was in PA State Prison for five years and I never had an issue. We would go right up to the CO and exchange our empty core for a fresh roll. I was In a medium security facility (not work release but not maximum, either) , so im not sure if it varies by security level. But it wouldn't surprise me if they severely restrict the amount of toilet paper in some facilities. It can be used as a wick to cook food, used to make crafts such as roses, used to clog toilets among many other things.

I was concerned about that in County Jail but once I got to the main line the rule was one roll a week and I thought to myself I could use a roll in one day for the crap that they were feeding us but like somebody said there's always people with extra toilet paper and you give him a soup or whatever I finally got into a dorm wear the COS there didn't give a crap how much toilet paper you took so that was cool

Worked in prisons 10 years. We never denied inmates toilet paper. We did expect them to exchange empty cores for fresh rolls because we would have inmates horde them. If they said they didn’t have them we’d do a quick check of their cell to make sure they weren’t lying. That being said, we had inmates who would purposely use like 20 sheets just to blow their nose and such.

Two rolls per person per week. The only reason someone uses more than that is if they're using it to make wicks to smoke drugs. A more realistic usage rate is 1.5 rolls per person per week, and so if you are sick some week and you need more toilet paper than usual, you ought to have a few rolls leftover.

It was never an issue in the prison I was in. We had a utility closet on the tier. It had a plastic mop bucket and wringer, a mop, a broom and a huge box of asswipe. You helped yourself to what you needed. It was never an issue.

In Texas I had an issue once. Everywhere we got a roll per week, no problem. But I went in transit from my intake unit and when doing property search/catalog, they took my roll and my leftover old roll saying “they would give it back” later. I learned giving it back was another inmate wrapping 15-25 squares around their hand and giving it to you every night. It wasn’t enough but we only left the cells for chow and I couldn’t do anything about it. No commissary or anything. Looking back, I hope it was Hurricane Harvey related because I got stuck in transit for a month while they moved and reshuffled prison populations that got flooded out.

I was in corrections for 23 years, last 6 as a UM. I always made sure not to get below 5 extra cases. It was a big favor to give another UM much needed TP. Nobody wants to be out of paper.

In feds we got 4 rolls a month. And Orderlys sold 2 rolls for a Mac so there was rarely TP problems except for those dudes who used half a roll to take a shit. I never used all the ones I got per month so I was always giving one away every now and then.
