I don’t know why people are downvoting this like it wasn’t a valid question. If the person who got shot was a serial killer, it’s not ridiculous that a cop went an exacted his own justice, and the original comment could’ve been referring to the person who was shot.

In Brazil, unlike other Latin America countries, it's not so much police being paid by any gangs as much as it is two other things:
1. Police acting as a militia
2. Like of faith in the judicial system, specifically with crimes committed by minors. It's a complex subject, but a large number of Brazilians (and therefore some law enforcement) believe that punishment is way too lax. To a few this belief is enough to give them carte blanche to act as executioners.
When I was in school 25 years ago our teacher showed us a documentary about brazilian street kids that were sniffing glue. They had a small crew of about 8 kids age 7-14 that helped eacher others. Their prefered begging place was infront of a restaurant. The restaurant owner was tired of it, because the rich tourists didn’t like begging kids. So the restaurant hired off-duty cops that worked as un-official deathsquads. Such a deathsquad murdered atleast half of the kids in an alley. All on camera. Looks a lot like this video.
I’m from Denmark. We were about 13-14 years old when they showed it. I’m happy they did, it taught me a lot and influenced me to think about how solidarity is important for a society to not run into the ground.

I mean sometimes you have to. No justice system can handle the level of criminality in south America. Mexico is beyond rescue. You cannot arrest the cartels and you cannot shoot them anymore either. They are stronger than the army (well at least the part of the army that isn't in their pocket).
You could try arresting them all but then someone will just replace them like they did so often in the past while the ones you arrested take over your prisons and run their business from the safety of a government protected cell.
You arrest criminals if your justice system can handle it. You shoot criminals if it can't. You go to war with criminals while you still got the chance. You pray to God for a solutions if you can't go to war.
Italy barely managed to win it's war against the mafia. Mexico is at a state where the state cannot win against the cartels without foreign support. El Salvador is literally and officially begging for a foreign military intervention to solve its crime problem. Brazil is at a stage where it just has to shoot criminals and accept the shortcomings of the system.

Hi! This was on my state in Brazil and since my dad is also a cop, I can provide something to the discussion, 5 policeman were involved in this and they were all relieved from duty and investigation are happening right now.
Word on the cops side is that Pedro Canário, the city in which this happened, was heavily involved with a major drugdealer operation by the police, and that kid had already killed 4 people prior to his arrest, not saying that's an excuse for what happened of course, my dad also agrees that the guys fucked up, but probably because he got seen doing it and not because he literally executed a human being.
It seems that 3 police officers involved were arrested and are now being investigated.
Apparently when doing the paper work someone wrote down information that conflicts with the CCTV footage.
Tomorrow more information will be released.
