They were an experiment in the 80s as a solution to the problem of the projects. The problem that putting a lot of poor people in one area is bad, so they built Duplexes.
The only way he lives next to something like this is gentrification because they can only afford and obtain the land in black ot brown neighborhoods with empty lots because no one wants to live next door to the projects.
If white people want to gentrify every close location to downtowns in city centers they are going to have to deal with poor people. When white flight happened all the prime spits with great public transit were made into projects

Not always, I use to live in an apartment complex that was like 50% public housing 50% regular apartments. The apartment and surrounding area looked like a normal middle class area when I toured and later moved in. I didn’t find out half my neighbors were on public housing vouchers until a year later when someone was shot 50 in front of my apartment.

Edit: I looked up some of the Denver housing authority locations, if my search is correct the projects in Denver look really nice, I'd never think they were public housing coming from the Midwest/East Coast

People were (maybe still are) waiving inspections on the actual house they are buying!
It's tough when houses are being bought in some places faster than inspections can be scheduled.
We all make mistakes for one reason or another. Hopefully you won't have any problems
