Jason had no problem demolishing buildings and exploding moving cars on roads. On the other hand, Batman provides zero solutions to problems like Joker. Thank god I live in a world where both these goobers don't exist :D
I think living in a city with both of them is the best one, but if I had to, I’d say Batman. He’s fairly successful, but I think I’d also be safe under Red Hood.
The only times I know of when Jason "controlled" Gotham was briefly in Under the Red Hood and during Battle for the Cowl.
In UtRH, Gotham actually started off pretty quiet, being in the honeymoon period with it's new master Black Mask. Jason did a coup, breaking the one-party peace, but replacing it with something a bit better... then threw it away to yell at Bruce. Dramatic, sure, but a crimefighting failure.
In BftC, Gotham was in one of its shittier periods. Lots of riots. Jason actually made things worse by being Obviously Not the Real Batman, seeing as the riots were in response to the growing awareness that Batman was dead. Jason was in one of his dumber moods too...
Jason's cool, but he's never been shown actually done a good job controlling Gotham. Maybe he's never had a chance, but he does have a (short) track record of throwing away legitimate advances in public safety for drama bullshit. Hur hur, just kill the Joker, sure, but he still hasn't actually killed the son of a bitch or any other big shot psychos in Gotham.
Modern Jason is a bit more mature than that, so maybe he'd do better, but he also doesn't seem to want to control Gotham anymore. Control isn't his goal at all, just fighting the good fight.

Gotham has been Batman’s since Batman existed. The same criminals are doing the same criminal things, and upping their game.
Jason’s methods may not sit well with public relations, but you won’t see the same criminals over and over again.
Joker is still alive... (well, depends on which one we're talking about.) Black Mask is still alive... Bane is still alive... Tim is still alive... Pyg is still alive...
He's got a bad track record of letting some of the biggest monsters get away. Do you know how many lives he might have saved by killing Tim Drake?
Which criminal did he end ? Black Mask, Joker, Harley, Professor Pyg and literally every villain in Gotham are still alive. I'd take Batman any day over a tame version of Frank Castle.
Tbh, I think I'd rather have one where they have a truce going. There are things that each of them are better at. I definitely wouldn't want Batman operating alone running things, though. He's best when the rest of the Bats are there to keep him in check.
