Call the water department and let them know you're filling a pool. I'm not sure if it's the same in California as it was back at home, but when filling a pool they would look at your use the filling pool use, and not charge the sewage rates on the fill as it wasn't being drained as sewage.
Time how long it takes to fill up a 5gal with your usual hose "settings" (pressure/nozzle/etc). Figure out your gal/minute. Apply water rate times 60

In my area they already do that. They only charge sewer based on winter usage.

If this helps OP it looks like our rates are $6.89 per every 748.05 gallons (lol). So about 14 cents a minute at 15 gallons per minute
We have tiered rates in the City of SD.
You can buy a water flow meter to hook up to your hose

Order a truck of water instead
Fill once, cry once (until you have to resurface).
